The main question is does the river need water to fish well.

Depends on the beat and time of year.
Above Morphie then you need the water to be up a bit and warmish to let the fish up over the dyke. The same goes for any beats above the loups.
What time of year are you thinking?

In a cold year there will be smaller numbers of fish up there than on a year where the water is relativly warm through the spring when there should be a good head of fish in the beat.
As for water heights, these beats fish best with mid range water heights, if its high they are nigh on impossible to fish with flee, if its low the fish seek sanctuary in the deep gorge pools which are hard to acess and even harder to fish.
To be honest you would be better off fishing the beats around Edzel at that time of year as its easier fishing which is less dependant on water height and temperature.
